IN order to help reduce the amount of fly-tipping, it should encourage some of those people if plenty of large communal bins or skips were placed in convenient places throughout the borough.
These would also be especially helpful for elderly people and those without cars, who cannot take things to the tip, and cannot afford to pay for special collections.
Essentially for this to work, frequent emptying would be necessary,
but that expense would be considerably less than the cost of clearing fly-tipping, and would also improve the affected areas.
