IN reply to Steve Morris, there is no deception.

The deficit is the difference between what the government spends and what it raises in tax — this difference is borrowed, and so increases the overall debt. Until the deficit is eliminated, the debt mountain will grow. George Osborne is only borrowing so much money because the last Labour government left the country's finances with such a large deficit — so until we spend less (or tax more) and balance our spending with income, we will continue to borrow. The interest we pay on the debt is now more than we spend on some government departments!
