WITH regard to the council spending £2m on smaller bins.

Hand on a minute, a few weeks ago I send photographs to the environmental health department showing scraps of food being put down on the field where I live, along with a letter.

The land gulls have doubled in numbers around here. Food ie curry, rice, chicken bones etc are all thrown down, piles of it.

A large bird was perched on my neighbour's roof with a chicken bone in its claw. Unbelievable. So if they are doing that now, what will happen with smaller bins — rats etc. The council should make recycling compulsory and give these people hefty fines.
