Bid to ban new sex shops and lap dancing clubs from Bolton town centre

SEX shops and lap dancing clubs will not be allowed to opening in the town centre, if Bolton Council plans are approved.

Town hall chiefs are seeking new powers to control the number and location of any new sexual entertainment venues opening across the borough.

Under the plans the council could refuse any applications for new sex shops, pole dancing or lap dancing clubs in the town centre, near residents’ homes, parks, schools, religious buildings, historic buildings or shopping centres.

Cllr Nick Peel, executive member for environmental services, said the proposals were part of a legal requirement for the council to have a sex establishment policy. He added: “It’s obviously quite a touchy subject for people and I think the council has got to be mindful of the views of all of its residents.

“People can go to the internet to buy this type of material, and having blacked out windows on a high street isn’t really what we want in any town centre.

“It’s not about imposing a set of moral values, it’s protecting the living standards and concerns of the people of Bolton.”

There is currently one sex entertainment venue in the town centre — Diamonds — and two sex shops.

Barry Grundy, the owner of Diamonds lap dancing club, said he welcomed the proposals so long as his venue was not forced out of the town centre.

He added: “It suits us great — with the economic downturn there’s less business around, so we’re happy that no more should be allowed in.” But he added that he hoped the move was not the first step in a council bid to push all sex shops and clubs out of the town centre for good.

“We’re an asset to the town centre.

“We fill a gap for a man who wants to go for a quiet drink in the town centre and not be surrounded by 18 years olds.

“Our customers tend to be older, so there’s never trouble.

“They just want to have a drink, chat with a girl and enjoy a chilled and relaxed atmosphere.”

Bolton residents can have their say on the proposed policy until December 4.

To be fair I honestly think we should follow a more sensible route with regards to the sex-trade in general. The Dutch, Germans. Belgians and Austrians seem to have it spot on.

Controlled, tested and bringing in revenue not just for the town or city involved but also for the country.

If anything we need a frank and open discussion about it, instead fo trying to sweep it under the carper every time the subject is brought up. The sex-trade is not going die or just disappear, as it is the oldest profession in the world so lets work around it to suit the majority of requirements and needs of the citizens, the people involved in the trade and importantly still keeping the protection of innocence of children - it can be done as seen in various countries, some already mentioned.

The outside of the premises should be discreet and tasteful - the thought of blacked-out windows horrifies me. Anyway, I totally agree with this post and we should be more open about the aspect of the sex industry instead of thinking of it only happening behind closed doors. There are many countries and cities in Europe that do believe in openness and believe that control is the best form, rather that trying to rid as it will never go - plus why shouldn't the cities and country make money from it, after all it is a business transaction no matter how one looks at it.

Low rates, unfortunately, are NOT set by Bolton Council. They are set by Central Government and only collected by Bolton Council - who are paid to collect by Central Government. The Council could ask for a review but the present Government have decided that no review of business rates will take places until after 2015 - no matter what!! The same goes for individual businesses who dispute the rates with Central Government - they will be reduced but only as a lip service and majority of time doesn't do the dispute justice and actually would end up costing more to dispute!!!

I only know the subject well because it is well publicised in the Dutch press and the Dutch authorities are trying to close them down to create a more family friendly city!!! They have already closed 50% of the windows and of the other 50% I have a friend who owns 80% of those in the De Wallen area of Amsterdam as well as lucrative property cross the city including one of the most profitable bars. Especially this friend of mine won €40,000 of the Amsterdam gemeente, in 20009, after they tried to force close the windows. They have also introduced new laws with regards to "coffee shops" in that they can no longer be a certain distance away from schools and quite a few of them are having to close - including the very original Bulldog Coffee Shop, in Amsterdam!!!

Controlled, tested and bringing in revenue not just for the town or city involved but also for the country.

If anything we need a frank and open discussion about it, instead fo trying to sweep it under the carper every time the subject is brought up. The sex-trade is not going die or just disappear, as it is the oldest profession in the world so lets work around it to suit the majority of requirements and needs of the citizens, the people involved in the trade and importantly still keeping the protection of innocence of children - it can be done as seen in various countries, some already mentioned.

The sex-trade is not going die or just disappear, as it is the oldest profession in the world so lets work around it to suit the majority of requirements and needs of the citizens, the people involved in the trade and importantly still keeping the protection of innocence of children - it can be done as seen in various countries, some already mentioned.

I think you will find more problems than benefits with such a system e.g. exploitation, drugs, fall in morality and generally an increase in depraved behaviour.

I would much prefer a situation where bars/clubs were offering the punters a cleaner place on which to frequent. Having seen the nightlife in Asia as well as EU, these seedy venues only bring the darker side of human behaviour to the surface.

Me personally, much prefer to visit a venue with good music, safe environment, good conversation than seeing a woman swing around like a chimp performing tricks.

And if you don't like my comment, fine. I accept that.
But could users stop the babyish spats, that spoil it for everyone else.
If you can't use these forums for their proper purposes and keep it relevant, on topic, stay off it.
