PLANS for a new building that could have housed a cafe, hairdressers, and shops have been called off.
Arkwright Insurance Brokers have withdrawn proposals to develop a vacant site next to its offices, opposite Relph’s funeral service in Blackburn Road, into a two-storey commercial development.
