SALFORD Council has been praised for its efforts in regenerating the city by a team of inspectors from the Audit Commission.
Planning officers were applauded for improving the local environment.
Inspectors said the council had worked well to improve the general health, social care and community facilities.
But failure to protect the natural environment and stick to a "Green Design Guide" was criticised.
