SO we are to get a clean-up champion to tackle the growing problems of litter, graffiti, dog-fouling and fly-posting in our dirty old town. An education and enforcement officer whose duties have still be be drawn up.

Well, I am pleased that the council is, at least, taking these problems seriously. But surely we already have people in highly paid jobs who are responsible for these matters?

A reader sent me a cutting from the Bolton Evening News of August 1, 2001, in which it said that an "alcohol Tsar" was to be appointed at a salary of £32,000 to combat the growing problem of alcohol abuse. Well, here we are in March 2003, and the problem of alcohol abuse is rife throughout the borough.

We have seen how the NHS has almost destroyed itself by spending funding on creating managerial jobs, instead of investing that money on patient care, doctors and nurses.

Spending more and more taxpayers' money on more and more managers isn't the answer.
