PEOPLE living in parts of Lancashire will have to pay up to 15 per cent more on their council tax bill.
Rossendale Borough Council -- which recently shut a number of its facilities -- is ranked bottom of the list of councils in the country.
Last night, people living in Bacup were offered a chance to see where cuts in funding need to be made at the first in a series of public consultations. Chief Executive James Gravenor said the council had spent all its savings.
