COULD someone tell me why it has become necessary for certain drivers to display fog lights in perfectly good weather conditions?

This phenomenon was usually confined to "boy racers" and the odd "bubble head", oblivious to the warning light displayed on the instrument panel. Worryingly, it has now spread to not just (seemingly) competent drivers, but car manufacturers now equip new vehicles to display this hazard. Correct me if I'm wrong, but driving while displaying fog lights in good road conditions is a traffic offence .... isn't it?
