BOLTON'S council tax rise is slightly higher than the North-west average. The typical increase faced by taxpayers in the region is 5.24 per cent compared with 5.8 pc here. The highest rise is Blackpool, 11.5 pc while the Liberal Democrat Liverpool council have frozen charges for the third year in succession.
