OVER 18 years as head of Bolton Racial Equality Council, Raymond Halliwell made a huge difference to racial harmony in this borough.
It was never an easy job for this quiet, principled man but his positive actions and determination brought respect from all areas of the community.
He died at the weekend after a long struggle with illness, and he will certainly be missed. Fortunately, his legacy is a framework of understanding that should leave this town more tolerant, and a better place.
