PSST ... don't tell anyone but I think I have stumbled on Bolton Council's Masterplan to reduce traffic on the roads -- in particular, Blackburn Road.
You see, if you build a pavement to block off one of the four lanes, and, at the same time, allow major alterations to take place at the other end of Blackburn Road/A666 near the island, this will lead to increased delays, increased frustration, making all the drivers want to get out and murder each other, thus halving the volume of traffic.
Genius. But don't tell anyone I told you!
