SIR: On Saturday, March 7, I was visiting my daughter in Manchester (I live in N. Wales) and at my suggestion we decided to visit Bolton to do some shopping. As I am disabled, I took along my Orange Badge and we parked on Le Mans Crescent, along with three other motor vehicles, also displaying Orange Badges, and off we went to your excellent market. Imagine my dismay when, upon returning some half hour later, I found a Fixed Penalty Parking Fine attached to my daughter's car. As the warden was in the vicinity, I went and spoke to her and she told me that we were parked on a loading bay and she would not listen to my explanation that the bay was not in use. It was 1400 hrs on a Saturday afternoon and the building was closed up tighter than a drum. Because I am in possession of the Orange Badge, I could have parked on yellow lines and probably made things difficult for other motorists, but because I choose to park sensibly I am penalised for it. Needless to say, I will have great difficulty finding the £20 for this fine, but the other spin-off from this is that neither myself nor my family will ever visit Bolton again, neither will I be recommending your town to any of my friends, if this is the welcome meted out to your visitors. I watched this loading bay for a further three hours and during this time no loading or unloading took place. The premises were obviously closed for the weekend! I would say to your citizens, if you come to N Wales and visit our markets, you will not be preyed upon by traffic wardens who will not listen to reason.
