SIR: Over the past few weeks I have read several articles in your paper about dogs fouling (possibly from cat or budgie owners).

As a dog owner, I have discovered that my dog cannot read the notices put up by the council. But I have also noticed that horses, cattle and cats have the same problem.

As a responsible dog owner, I don't let my dog foul the pavement as I don't like standing in this myself.

But if you take a look at Bolton and Wigan Councils, you will find that even people have problems finding toilets. All the toilets are locked at night or closed permanently.

In the Preston area, I can take you to three toilets within two miles on the same road and seven toilets within a mile and a half which are open day and night and there is a place to park while you visit them.

There used to be a toilet on Deane Road at the bottom of Hulton Lane. This was closed, then demolished to make way for the council office and I bet there are toilets in their office for the staff.

Where do people go for the toilet - into the pub? Then they feel they are compelled to have a drink because it is a public houses and their services do not come free. So if he/she is driving, he/she becomes a drink/driver.

So why keep picking on the dog owners. Get to the source of the problem. The people who make the laws should get their own house in order before making rules for others.
