DOG fouling in parks and public open spaces is not only unpleasant, it is a health hazard.
Any measures which can be introduced to force irresponsible dog owners to ensure that their animals do not add to the problem are welcome.
Under tough new rules being examined by Bolton officials, pet owers could be forced to clean up after their pets, or face a fine of up to £1,000.
Until this month the Council has only been allowed to force owners to take responsibility when their dogs foul pavements and narrow grass verges.
Administering the new legislation will not be easy. But we think it should be adopted so that the Council will have the power to clamp down on dog owners who are seen to be irresponsible.
