Bolton Council is to give £2,000 to the Manchester bomb appeal.
The council has already contributed to a disaster appeal run by the Association of Manchester Authorities, which has raised £100,000 from the region.
But council chiefs have now decided to send the extra money.
Cllr Bob Howarth, Bolton Council leader, said: "It is just a token, but I understand it may go towards an appeal for European funding which the city council would also have to match with its own funding."
Tory leader Cllr Norman Critchley added: "I support the principle of helping out a neighbour in dire straits."
