I FULLY agree with Terry Riley's views on Westhoughton Town Council spending more than it should do towards the cost of highway works (February 3).
In 1993, I paid for a set of rules governing town councils, in which is clearly stated that the town councils precept was not to be used on things others should provide (ie: pedestrian crossings).
Despite all my efforts to get a ruling as to whether I can stop paying the precept because the rules are being broken, so far I have not had a satisfactory answer.
