ROAD safety campaigners reacted with disappointment after a travelling salesman from Prestwich kept his licence, despite amassing 31 penalty points.

Jeffrey Englander, aged 60, racked up the "shocking" number of points from a range of offences, including speeding and failing to present insurance documents.

He escaped the usual ban for 12 points by arguing it would cause "exceptional hardship" to him and his family.

And he might have reached 39 points had an offence for not being insured been ignored because of an administrative error.

A spokeswoman for pressure group Brake said: "Brake is very disappointed to hear that Mr Englander is still allowed to drive with a shocking 31 points on his licence."

Jeanette Miller, from driving law specialists Geoffrey Miller, who represented Englander, at Salford Magistrates Court said: "He had just set up a business and he was going through some emotional difficulties."
